Go to System Preferences --> Create a New User in Accounts. Switch to the New User by logging out/in or use Fast User Switching. If it still happens in the new User, then your keyboard rises to the top of the list. If it goes away, then drag your Identity to Shared then switch back to the new User and drag your Identity from Shared to test. This will help eliminate your Identity as the problem. If your Identity is OK, then you start examining your User's folder. Lot out/in with Shift key down to disable all login items. Test. Still happening?
