First, have you also unchecked the option in the same area "When replying
or forwarding, use the format of the original message"?

One of the nice things about Office 2011 for me as an administrator is
that it now supports .plist files, which are preference files. These can
be managed in a variety of ways to accomplish some pretty nice effects.

Can you do an experiment for me and see if this works for you?

First, quit Outlook.

Next, locate this file in your home folder, where " ~ " denotes "home
folder":

     ~/Library/Preferences/com.microsoft.Outlook.plist

This is the preference file that holds the preference you are wanting to
change. Select the file and tap the spacebar to view it in Quick Look.
Scroll down a few lines (you won't have to scroll too far) until you see
these lines:

     <key>Compose_messages_in_HTML_by_default</key>
     <true/>

You want the "true" to be "false". As an administrator I would use a
variety of tools to control this. As the end-user, you can use the
Terminal application to force this. See what happens.

Open the Terminal application found in /Applications/Utilities.

Enter this line (you can copy and paste it):

     defaults write com.microsoft.Outlook
Compose_messages_in_HTML_by_default -bool false

Once you've done this, select the com.microsoft.Outlook.plist file and use
Quick Look again to see if the "true" has changed to "false". If so,
launch Outlook and the option should be changed there as well.

Hope this helps!
