Store all config files under /etc/yum, with no fallback.
And to continue from the previous mail, do we really want to have no
fallback for the next version of yum? That makes things entirely
incompatible from the point of view of a user... changing the default
here makes plenty of sense, but I'd expect to fallback to the old
locations for a release cycle or two just so that people can adapt over
time rather than it being a hail mary
