'yum install' will search your repos for the string you passed on the 
cli.  'yum localinstall' will look for a file on the local file system based 
on the string you give it.

'yum install foo-3.3-2.i386.rpm' will search the network for a package name 
of "foo-3.3-2.i386.rpm" and likely fail.

'yum localinstall foo-3.3-2.i386.rpm' will attempt to install 
$PWD/foo-3.3-2.i386.rpm.
