Not true.

The content of mirror lists change quite often, specially when updates are being pushed regularly, since the mirrorlist offered only contains mirrors that are completely updated. Its not uncommon to see the list change every few hours.

Also, in terms of data size, the list is minute compared with the other files that yum gets, so perhaps setting the ttl for a mirrorlist to something like 2 hours should be plenty, it will see most people's yum sessions through.
