 Well I'd have probably gone that way, but Jeremy said he didn't want it
in core so create a plugin. Jeremy, comments?

 I'm not sure what you mean, you do: yum list excludes and it works as
though you did:

yum list foo bar baz

...where the exclude config. matched all of the packages foo, bar and
baz.
