If you click on the link by the name of the Submitter, it says:

"Except where otherwise noted, recipes in the Python Cookbook are published
under the Python license." And then that links the words "Python license" to
<http://www.python.org/license>, so one *might* assume they mean the most
recent version of that license.

Which isn't exactly a stellar way of specifying the license of a particular
piece of code. 

I assume that the author is this Edward Loper:
<http://www.cis.upenn.edu/~edloper/>, given his other involvement with
Python. Probably he should be contacted for clarification.
