In USA we once had a fine-working institution called "Reform School".

PS Reform is needed for all. It is available as Zen practice. It is the
truest reform, and results in a person who is a Radical, but one who won't
destabilize others, except in the kindest and most desirable way(s). It's just
a matter of who desires it.
