Dennis,
Looks like you are going through a proxy that doesn't allow the
PROPFIND http command... When you try the checkout with https still
do...
svn co https://dev.zenoss.org/svn/trunk/inst zenossinst
Make sure you do this in a directory that is not $ZENHOME

I tried. First I got this error:

So I changed the SVNUrl to https://dev.zenoss.org/svn and was able
to pull down the code.
Then I got:
