Sure they are!
The "connection refused" message comes from zenperfsnmp trying to
connect to localhost:8081 (zem value in zenperfsnmp.conf) but no one
listening there.
If "zenxevent" must be running as prerequisite to zenperfsnmp, then
that should be mentioned in INSTALL.txt.
