Matt,
When zenping rebuilds its configuration (every 20 mins) it tries to
load the list of devices to ping following the routing topology. If
the route tables aren't whole from the zenping to a device being
monitored you will get this message. It won't hurt anything other
than turning off layer 3 aware monitoring.

It appears to have been the case ever since Zenoss was installed.
This is under Zenoss 0.21.1 (I hope to upgrade soon)
