Philip,

There isn't a good way to create a report of interfaces that are  
operationally down.  Also we only collect interface status at  
modeling time so that report might not be useful.

What you can do is add the operational status to the performance  
template of the interface.  At that point you can add a threshold for  
the operational status of the interface.  I'm enclosing an example...
