Yes... everything in the Zenoss product is free and available under GPL. The commercial services today are for consulting, training and support services.
Moving forward, we will continue to expand upon the free, core product. We're committed to delivering the most complete, free & open source monitoring and management platform on the planet...
In parallel, we will also be expanding our commercial offers. Over time these may go beyond the services offerings to include "for fee" software offerings. Our philosophy on commercial offers however is that they should add a clear value-added service that you would not expect to get in the core product (i.e no "crippleware").
Given this - to answer your question directly - while some modules may be for fee in the future, you can be confident that the free core product will remain "fully functional" and will continue to expand.
