That is zenoss checking to see if a newer version is available. It's having a problem making the connection to check. Newer versions fail more gracefully when that happens, but it throws an error in 1.1.0. I'm guessing you don't have outbound port 80 available from that server?
You can disable the version check by going to the About page then the Versions tab.
