This sounds like the result of an incomplete migration from a
pre-2.1.x instance. Try running "zenmigrate" as the zenoss user to try
the migration again. If that doesn't work, you can run the specific
step required to fix this problem with "zenmigrate --
step=AnnoyingAlerts"
