Heartbeat failures are when a daemon doesn't appear to be running.
Zenoss always expects a daemon it's seen before to be there in the
future, and if it isn't - it gives those events. The Clear Heartbeats
(and from event manager, Clear All Heartbeats) lets you clear out the
existence of a daemon. It will be re-added the next time it "checks in",
but if it's been removed, clearing it will stop the failure events.
