Try the following..
1. Go to /Devices/Server
2. Click on the Templates tab
3. Click into the FileSystem template
4. Click on the Utilization graph definition
5. Click into the usedBlocks graph point
6. Set the RPN to: ${here/totalBlocks},/,100,*
7. Save
