In my case when I had the problems with loading device configs, it was due to the fact that I moved classes with devices inside the class. I ended up having to reinstall Zenoss then, but when it happened a second time, I found that if I renamed the devices, and then re-modeled them they started working for me. Dont know if that will help you in this case though.
