I believe Escalate Count is set at the Threshold definition on the Template. So 
if you wanted a CPU event to go from Warning to Error after ten counts, you'd 
add 10 to the Escalate Count field under e.g.
http://zenoss:8080/zport/dmd/Devices/Server/Linux/RHEL4/rrdTemplates/Device/thresholds/CPU%20Utilization
