Greetings ladies and gents, This is my finds concerning the solution to the loitering logon user.
1st. Must be done as ROOT either the command line or GUI will work. Needs Password naturally. 2nd. Make OS X show hidden files. 3rd. Navigate to /var/db/dslocal/nodes/default/***** The ***** is what ever the logon name is or was. You will find it is a PLIST file. I simply deleted it and sang a song of victory as I exited ROOT. The delinquent user account should in all hopes be gone. Cheers and Warm Regards.
