For people who use pkg-config, I don't think it is completely unreasonable to 
require 
a version that's been around for nearly 7 years.  More people will benefit for 
being 
able to link statically using pkg-config --static than will be inconvenienced 
by using 
an ancient version of it.  I have never, ever seen any package that installs 
different 
versions of .pc files based on the version of pkg-config.  Source distributions 
require
that certain packages being installed and that certain minimum version levels 
be met.
Why should pkg-config be any different in that regard?
