Hello, the instructions for building on Windows are available here: https://wiki.php.net/internals/windows/stepbystepbuild. They apply to pretty much all PECL extensions that have config.m4. Tiny bit older binaries are available here: http://valokuva.org/~mikko/php-zmq-20130203.tgz
