I don't speak for the developers but you can see a steady, if slow, stream of commits to libzmq master branch. Releases are indeed rare but perhaps fitting the maturity of libzmq. The biggest pending feature category in my mind are the "draft" socket types becoming first class. If I do not need the draft socket types, I'd not hesitate to depend on the released libzmq as provided by your favorite distro for the next project of mine that needs it. In the past, I've been fine with depending on the effectively "stable" master branch with draft sockets enabled. Of course that may be an unorthodox dependency for some projects.
