Tuesday, August 17, 2010 Ministry of Rural Development Development of Durable Assets on SCS/STS Land 14:53 IST The Ministry OF Rural Development has not issued any orders regarding working of non-Dalits in developing durable assets on land owned by Scheduled Castes and Scheduled Tribes. Mahatma Gandhi NREGA is demand based. Adult members of every rural household, irrespective of their caste or status may apply for doing unskilled manual work under the Act subject to a ceiling of 100 days per household in a financial year. As per amendments made in para 1(iv) of Schedule-I of the Act, provision of irrigation facility, horticulture plantation and land development facilities are permissible on lands owned by households belonging to SC/ST/BPL/IAY and land reforms beneficiaries/small & marginal farmers. As per notification dated 18.6.2008 issued by the Ministry in this regard, conditions for taking up works on individual lands are as under: (i) The individual land owner shall be a job card holder and also work in the project; (ii) For each such project, the labour : material ratio of 60:40 shall be maintained at the Gram Panchayat level (iii) Projects shall be approved by the Gram Sabha and the Gram Panchayat and shall be part of the annual shelf of projects (iv) No contractors or machinery shall be used in the execution of works and (v) No machinery shall be purchased. As reported by the States, during 2009-10, out of the total of 46.01 lakh works taken up under the Act, 7.77 lakh works belonging to this category were taken up. This information was given by Shri Pradeep Jain ‘Aditya’ Minister of State in the Ministry of Rural Development in a written reply in Rajya Sabha.
