We are pleased to inform you that Confederation of Indian Industry in
association with the Department of Consumer Affairs, Government of
India is organising a National Workshop on Practical Aspects of
Package Commodity Rules to Various Sectors of Indian Industry and
Consumers during 01-03 February, 2006 at Hotel Hyatt Regency, Kolkata.

BACKGROUND :
Measurement is an integral part of any activity and in every day life
we come across many types of measurement. Some of it do not have
significance but many of them have wide implication on the user of
the measurement results, whether consumers or industries. Therefore,
the understanding of weights and measures acts and rules made there
under have a great significance in not only making our life easier,
but also economical.



For example, the consumption of commodities in packaged form has
increased many folds in the last two decades. This has resulted in
use of fast filling efficient packaging machines at industries level,
transportation of the goods more economically, retailing of the
packages in markets resulting not only in cost reduction but also
user friendly. It has also developed a healthy trend of understanding
between manufacturer and consumers and most of the information looked
for by the consumers is now printed on the package itself.



The Packaged Commodities Rules 1977, which regulate such commodities
in packaged form with regard to weights and measures require that in
addition to the declaration of information, the net content of the
commodity in the package is close to the nominal value within certain
prescribed limits. The signification of the permissible limits can be
understood by the following example. For a packet of bread, the
tolerance allowed is 8% i.e. for a package having net content 400 gms
when filling is done on positive side of the tolerance for every 12
packages roughly one package may go free from the production line if
no control is exercised in the filling system and when the filling is
done on the positive side of the tolerance.



If it is on the negative side, the consumer may loose 1 package out
of every 12 packages.  With the introduction of better machines and
method of manufacture, this uncertainty could be brought down to a
closer limit.


ADVANTAGES FOR BOTH THE INDUSTRIES AND CONSUMERS.


Similarly, the weighing of products at every stage of manufacture and
distribution is a compulsory requirement for accounting; making
payments, process control etc. While every type of weighing is
significant, controlled bulk weighing plays a significant role in
cost reduction, quality production, and of course results in
increased revenue. Error in measurements in agricultural produce,
industrial production, etc could result in huge loss to the farmers,
industrialists, and consumer. It could also affect the quality of
production. In the days of stiff competition the aim is to achieve
zero defect products. Precise and reliable measurement plays a vital
role in achieving this.



The Workshop will focus on different areas of packaging related
activities by providing opportunities for presentations, discussions,
interactions and industry visits to witness best practices.


OBJECTIVES :


The main objectives are to:

§          Familiarize the industries with the requirement of the
Standards of Weights and Measures (Packaged Commodities) Rules 1977
and new scenario in Legal Metrology.

§          Familiarize the industries with the requirements of the
Standards of the Weights and Measures Act, 1976 and the Standards of
Weights and Measures (Enforcement) Act, 1985

§          Bring about an awareness among traders and industries to
enable them to comply with the requirements

§          Familiarize industries with the procedure of regulation of
weighing and measuring instruments, their specification requirements,
method of verification etc, and

§          Familiarize the role of manufacturers, and repairers
special verification Agencies in changing scenario.

·          Enforcement personnel are also encouraged to raise their
