Contract Title: Internews Indonesia PJTV Program Assessment & Evaluation
Organisation: Internews
Reports To: Internews Indonesia Chief of Party
SUMMARY:
Internews Indonesia requires the services of a consultant to conduct 
a program evaluation of the
second phase of the Internews project entitled "Strengthening the 
Broadcast Media in Indonesia"
of the Television News Training Centre (PJTV) running from February 
1, 2003 to July 31, 2005,
which was awarded by the Royal Netherlands Embassy in Jakarta to 
Internews Europe.
Initiated with funding from the Dutch Government in October 2000, and 
launched in partnership
with the University of Indonesia in July 2001, PJTV is recognized as 
the premier training
institution for Indonesian TV professionals, complete with a robust 
training curriculum, a pool
of talented local trainers drawn from the TV industry and a board of 
advisors comprised of the
industry's leading station managers and news directors.
After fours years of operation, Internews is now in the process of 
transitioning PJTV from an
international development project to a permanent component of the 
Communications Faculty of
the University of Indonesia (UI). The new Broadcast Center will 
combine PJTV's training
services for working journalists with teaching support for the next 
generations of Indonesian
journalists - the media studies students in UI's Faculty of Social 
and Political Sciences.
This evaluation is to be conducted in-country for a maximum of 15 
days (including travel to and from
Indonesia and within Indonesia) in May 2005; the final assessment 
report is due by June 30 2005.
Although the Assessment and Evaluation will require the consultant to 
assess Internews' PJTV Phase
II program activities against program goals through review of program 
monitoring reports, consulting
with key media, academic, NGO and government stakeholders and 
Internews staff, analysis of Phase I
of the project will enable the consultant to provide a thorough 
assessment of the project's conception
and better enable a study of the lessons learned over the length of 
the entire project.
The final evaluation report should identify outcomes against program 
goals outlined in the initial
Internews proposal submitted to The Royal Netherlands Embassy in 
Jakarta in 2002.
Internews will provide the consultant with all relevant reports and 
program records to assist in the
evaluation - some of which may be confidential. The consultant will 
be required to maintain
confidentiality as is reasonable and requested by the Chief of Party. 
The consultant will also be
provided with relevant background material on current Internews and 
Netherlands strategic goals for
Indonesia.

The final evaluation report will be reviewed by Internews Chief of 
Party and Regional Director and
submitted to the Royal Netherlands Embassy along with a final 
activities report prepared by the office of Internews Indonesia.
The final evaluation report will also be used to inform future 
program activities and operational
developments and goals of the Indonesia office.
BUDGET:
The contractor will cover all costs associated with international 
travel, medical expenses, lodgings in
Indonesia, report writing and Internet access. Internews will provide 
Internet access while in Jakarta
and a mobile phone sim card and mobile phone calling card.
The contractor may invoice Internews for equal payment in 2 installments:
1. on contract approval
2. on submission of the final report as agreed by the consultant, 
Internews Chief of Party and
Internews Regional Director.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:
The successful candidate will spend 15 days conducting the assessment 
in country. This will
include meetings with key stakeholders in Indonesia's public and 
private television industries,
PJTV partner organizations and associations, training participants, 
government ministries
involved in broadcasting, the funders of PJTV, and PJTV and Internews staff.
The evaluator will measure the effectiveness and impact of the PJTV 
project using proven
impact assessment methodologies and tools, recognized as such by 
Internews. He/she will visit
no fewer than three regions of Indonesia where PJTV has worked 
on-station, in addition to the
Jakarta-based meetings. The consultant will
* Review existing Internews progress reports including bi-annual 
reports and training reports, and
the current program proposal.
* Assess the achievements and lessons learned over the 30 month Phase 
II of the media
development program through a mixture of interviews with key media 
partners and staff
reviewing Internews reports and program assessments.
* Complete and submit the final Assessment and Evaluation no later 
than June 30th 2005.
The consultant's final report will not only evaluate the 
effectiveness of the PJTV project overall,
but will assess the transition of PJTV from a fixed-term project to a 
permanent part of a
university communications studies department. The consultant will 
also make recommendations
for new directions for Internews in television news and information 
programming development
in Indonesia.
QUALIFICATIONS/EXPERIENCE
* Experience in program assessment, review and report writing
* Experience in developing or managing media programs
* Experience in the international development and or training/education sector

* Experience working with media/communications and or community 
development in the South
East Asian Region and/or developing nations.
* significant experience working in television news and information
* sufficient all-round TV industry knowledge to allow for assessment 
of technical,
performance, newsgathering, and management in the sector
* previous media training or teaching experience, preferably in a 
developing world context
* excellent research, writing, and communication skills
* cultural sensitivity working in a foreign environment
* strict adherence to deadlines and schedules
* experience working with an interpreter
* Bahasa Indonesia written and spoken skills an advantage
PHYSICAL DEMANDS The physical demands described here are 
representative of those that must
be met or may be encountered by a contractor performing the essential 
functions of this job.
Reasonable accommodations may be made to enable individuals with

Many towns where the duties of this contract are performed have less 
than adequate electrical facilities,
lack hot water and air conditioning. The noise level in the work 
environment is usually moderate.
