In terms of syntax, I think this should be consistent with how you apply tags to lists of tasks, e.g.
TODO <2018-01-14: [ ] Task 1 [ ] Task2 So flag the line as "special" with the TODO label and then followed by the normal task attributes to be applied to the tasks in the list.
