I was talking about civilized nations here. Internationally, beginning about the 1600's or so, there were several treaties which detailed nations conduct during war. Somewhat similar to the Geneva Convention for example, which proscribes signatories from bombing hospitals and outlines proper procedures for handling the captured (POW's).So how successful have these rules been that attempt to make civilized that which cannot be civilized? --JWR
