Not sure which experts you have heard from, but last I had heard, the experts were saying that second hand smoke is far worse than that the smoker inhales because of the filtering through the rest of the cigarette in the case of the smoker. Second hand smoke is full of all sorts of noxious and toxic stuff. The only good thing about second hand smoke is that you receive a smaller dosage than if you were smoking, and that you can choose to walk away in many cases.
I personally feel that the law should allow you to (successfully) charge someone for assault for blowing smoke in your face, just as if they had hit you. Actually, of the two, hitting you is less life threatening in many cases.
