What package is this?
Basically if the package is trying to install bits into /usr then it
cannot be installed in a non global zone that has /usr mounted from the
global.
On the other hand, if this is a whole-root zone, and if the package is not
marked PKG_ALLZONES=true, you can install the package in the zone.
