However, having to fork off the main Fedora branch in regard to Python
dependencies (which directly affect Anaconda, up2date, GTK, and most of
the desktop applets) has major implications for how we maintain our distro.

As Andreas said, there is no forking involved. You should have a separate Python that's used by Zope only, and not by the other Python-based tools. It's like the old Zope binary releases - they all came with their own Python.
