The issue is that DateTimeZone.py has the wrong changeover points for DST for the USA in it. This is used for all the DateTime zone conversions in DateTime so this is a fairly critical issue.
Fairly critical means a medium severity. That's why I changed the severity to "medium". Patches are welcome for fixing this problem. However I won't work on this issue and this issue won't hold up the upcoming releases scheduled for in about one week. Andreas
