I think the issue this points at is actually with usability of PyPI. There shouldn't be this miles-long list of packages on the right when logged in in the first place. OTOH, even with good usability I'd rather not have rights for packages I'm not interested in, just to be able to deny responsibility if anything goes wrong with one of them.
