You can safely remove it from the base tree. It was not such a big success as

still use this code, so it should be still available for those packages.
I believe apidoc uses this package. And having looked at it, I
generally like the package itself (and have begun using it in a small
project), but if apidoc doesn't really need it, moving it to a separate
project in the repo would be fine.
