Zope 3 doens't have "products" anymore, it just deals with Python packages which can be located anywhere on the PYTHONPATH. Of course, it usually makes sense to put instance-specific packages into $INSTANCE/lib/python. I'm pretty sure that this is documented (instance's have a README.txt file; my book also suggests this).
