I believe SchoolTool does. Browsing around in http://bazaar.launchpad.net/~ignas/schooltool/schooltool_buildout/files I see that they declare 'ReportLab' as an egg dependency and then mirror ReportLab-2.1.tgz in their HTTP/FTP site.
