Yes you can use FTP to edit them.
(Tested with HomeSite)

Its kinda neat. The output looks like:
        ## Python Script "scripty1"
        ##bind container=container
        ##bind context=context
        ##bind namespace=
        ##bind script=script
        ##bind subpath=traverse_subpath
        ##parameters=
        ##title=
        ##
        a = 1
        a = a + 1
        return a
