Then you haven't been looking very hard ;-)
zopectl has been standard as of 2.7.0, it can be symlinked right into /etc/init.d and works prettymuch perfectly.
to the same port. There's a patch here: http://www.zope.org/Collectors/Zope/1733
If that provides a commandline options to specify a port range, then it's a good patch :-)
