Is there an exhaustive statement somewhere which explains the The UHJ legislates, it does not interpret. It is only authoritative when dealing with what is NOT expressed in the text. Without a Guardian it also protects the faith and has the authority to decide on covenental matters. It is only authoritative when it is convened. The opinion of a single member outside the House is not authoritative.
