I've never interacted with any Rust packaging.

For Haskell, I believe there are sound technical reasons for the
monorepo. I have found that trying to contribute fixes to Haskell
packages is difficult because it is so different from Debian convention.
I think that's important, so a decision to use a monorepo should not
be taken lightly.
