[digitalradio] Transmitting in ALE400

Perhaps I am missing something, but yesterday, I attempted to answer a CQ from 
KA1GMN and I couldn't get Multi to transmit.  I did have the ANSWER key 
pressed.  But, it still didn't work.  

HELP?
