ULAs without Internet and ULAs with NAT work in some use-cases for
vehicular networks, but block some of them.
There are several applications that are simple request response and that
need to work while being initiated from any direction, not just one of
the two.
One car must be able to query another car for its position and speed to
get make platooning work without radars/lidars/cameras. In this,
Internet is not needed. ('Internet' means the fixed IP infrastructure).
One traffic light must be able to upload its status to Poste de Control,
via the Internet, but also one car must be able to query the traffic
light for its status without going to Poste de Control, via the Internet.
