They could, as well as other tags, and building types could be specified. But let's solve one issue at a time and do it well? BTW I haven't read the discussions about these imports, but now looking at https://wiki.openstreetmap.org/wiki/Importy/Adresy the licensing information is quite inaccurate and misleading -- there are restrictions on the use, which should not make the licensing incompatible with OSM (the law restricts what they can be), but the restrictions are decided by each municipality invidually.
