I dunno where you live but many old in Tel-Aviv and surroundings
don't have grounding at all (I first found this out from getting
"electrocuted" from the D-frame of the serial port).

There is a small plug-like gadget with leds you can stick in the
socket and which will tell you if there is proper grounding.

(Mind you - without grounding in the anti-electrocution mechanism
in the main board won't work either. This is NOT the main over-charge
fuse which the electric company recommand you to check - they
don't care if you get electrocuted as long as you don't over-chage
their transofrmattor).
