I have Partner fiber. Note that fiber ISP is area dependent. You'll have to check availability in your area. ISP with fiber (That I know of. There are also virtual ISPs): Bezeq, Partner, Unlimited, Cellcom and Hot. Don't use Hot. Bad customer service. No idea about static IP. As per Ministry of Communications regulations all ISPs must offer IPv6. With Partner I get ~70ms to western Europe.
