dh_missing complains about not installed
If qatlib is built on host that has systemd active (not in schroot,
...), qatlib will install the qat.service file in
/usr/lib/systemd/system, we do not use (install) this file for the
package that is why dh_missing complains, the solution i propose is to
just put this file in not-installed
