I completely agree with your position on the COL/UNESCO report.
I would suggest that WE consider an archive for all the important documents
related to OER. It would act as a historical record of the OER movement in
general and WE in particular. It would also make searching

If you do want to use raster format then png is a better format than jpeg. Png

I am not sure exactly what your question is, but I will attempt a reply anyway.
First, I think you are confused a little with some concepts.
A text editor is for typing text. It does not directly give you formatting. The
resulting product is simply a text file. MS Word or OpenOffice on the

is that formulas require TeX markup, which would be difficult for newbies. And

I was thinking that a possible idea for the current events or a WE news page
