However, the performance of vmdebootstrap is really fairly bad compared
to other image creation solutions I've used in the past, and it does
significantly impact the test/development
I assume is on the vagrant-libvirt image on atlas.
The vagrant-libvirt boxes are made with vmdeboostrap.
Most probably the problem here is because vmdebootstrap was run in a
stretch host, and used ext4 tools which are newer than
the ext4 tools of jessie.
So we could rebuild the image on a jessie
at bottom :-

this is caused by -fPIC by default in latest debian packages. Kernel build
fails because -fPIC is incompatible with -mcmodel=kernel .
Example command line used for -fstack-protector test follows:
gcc -D__KERNEL__ -Wall -Wundef -Wstrict-prototypes -Wno-trigraphs
