As cups-browsed only Recommends: avahi-daemon, it might not be installed
and you can not require to wait for its start. As far as I know systemd
has some kind of timeout and the system will still boot when

the problem occurs during startup of OpenMPI when running mpirun. I see similar
problems for other packages during the same rebuild.
Hence I don't think this is related to us but rather to OpenMPI.

I'd also like to support this. The current firmware-amd-graphics is getting
close to being a year old. While of course the Stable branch won't get
up-to-date firmware as that's not the point of firmware, I don't see a
reason at least sid or an experimental branch shouldn't be kept more
up-to-date.
