What version of IMail? In version 8.1x the whitelist is processed first
(actually second if you count the connection tests). You could always add
a user email to the whitelist to have it bypass the filters (other than the
connection filter)

I presume you're not using Declude, but if you were, there'd be
FOOTER32, which is built specifically to do this:

What we do is rename and move the box into the mail folder whome needs
access to it. Then they connect through web messaging and sort the mail. It
will show up in web messaging as another mail folder with the new name.
